The overall purpose of this background paper is to build on what is known about immigration and housing in order to find ways of better linking housing policy and newcomer settlement policy.

As a new immigrant to Canada, i am surprise to find out many people who immigrated to Canada from China are living in poverty while their life back in china was much more comfortable. and i can't help to ask if this is the fault of immigration and settlement policies or fanatic immigrants? if the government should hire more people who can adapt better in Canada or have better settlement and immigration policies?
