This background paper lays out key issues facing people with mental illness who are at risk of homelessness, as well as various policy options that might be used to address them. The main issues the subcommittee identified include: housing affordability; the correlation between mental illness and homelessness; the increase in housing demand after the Olmstead decision; stigma, discrimination, and NIMBY attitudes; the response from the affordable housing system; and the response from the mental health system.
