This cross-initiative, cross-site evaluation of three prevention programs is focused on: - assessing the added value of varied combinations of direct assistance with other approaches and a comparison of impacts across demographic and sub-population groups, that is, examining what works for whom; - calculating the cost effectiveness of specific prevention approaches, including a cost comparison of prevention approaches as compared to traditional emergency shelter approaches - identifying resources that have been leveraged by agencies to maximize the impact of prevention resources - comparing variations in outcomes relative to different approaches to homelessness prevention for families (HPI families, RAFT and RAFT Plus) - recommending strategies for bringing effective program models "to scale" and identifying lessons learned for future state level program and policy development
