The McKinney-Vento program is designed to address the problems that homeless children and youth have faced in enrolling, attending, and succeeding in school. This revised, nonregulatory guidance for the McKinney-Vento program, which replaces the 2003 guidance, answers additional questions that address the following issues:

• Whether children awaiting foster care placement are eligible for McKinney-Vento services
• Whether children displaced from their homes by a natural disaster are eligible for McKinney-Vento services
• Whether local educational agencies must provide transportation services to homeless children attending preschool
